Let the square have side = x
Then the diameter is sqrt(2)x

Inscribed circle DATA:
diameter = s
Circum = pi*s

Circumscribed circle DATA:
diameter = sqrt(2)s
Circum = pi*sqrt(2)s

Ratio of inscribed circum to circumscribed circum:
pi*s/pisqrt(s) = s:sqrt(2)s or 1:sqrt(2)
