1. Complete the square on each of x and y to find the center (h,k) and radius squared of the circle.

2. Use the distance formula to calculate the distance from each of your given points to the center computed in step 1. If the distance is larger than the radius, the point is on the outside of the circle. If the distance is smaller than the radius, the point is on the inside. If the distance is equal, the point is on the circle.
