A tangent to a circle is perpendicular to a radius at the point of tangency, hence the center is one radius away from the axis, i.e. the radius of this circle must be 8. Use the standard form of the equation of a circle:



And the information you know to write your desired equation. Remember, substituting a negative number for either or results in "minus" a "minus".
