I was thinking of adding the diameter and 3/4 ( 8 pi)
since 270 is 3/4's of 360 and i would like to get only the length of the arc so 3/4 of the whole perimeter would give me that. then i would just add the diameter (8) to obtain the whole perimeter.
will that work?

Yes; find the perimeter of the circle:
P = 2(pi)r = 8(pi) units
---
Find the arc of the sector:
x/270 = (8pi)/360
x = (3/4)(8pi)
x = 6pi
---
Then the sector's perimeter is 4 + 4 + 6pi = 8+6pi units
