If two points on a line have the same x coordinate, then every other point on that line has the same x coordinate. Here, all points on the line have 3 as an x-coordinate, so x = 3 describes the set of points in the graph of the equation quite well. x = 3 says "Give me all of the points in where the x-coordinate is 3 and the y-coordinate can be any real number."
