the road through downtown is the radius of the circle or the diameter. The info is not clear.if the road conencts twice to the circular road or only once
the circumference of the circle is 2*pi*r
so if the troad throught downtown connects to the circular road twice
then the diameter is 20 and the circumference is 3.14*20 or 62.80

65*t=62.80
t=62.80/65
35*t=20
t=20/35=4/7
if the road is only connected once to the circular road
then
2*20*3.14=125.6
65*t=125.6
t=125.6/65
35*t=20
t=4/7
