The circumference is 2pi times the radius.

The diameter of the center circle is 2 inches, so its radius is 1 inch.

The 2-inch widths of the other two circles add to the radius, so the radius of the outermost circle is 1+2+2 = 5 inches.

ANSWER: (2pi)(5) = 10pi inches

on the target below the 5- and the 10- point bands are each 2 inches wide
and the 25- point inner circle has a diameter of 2 inches
the the nearest inch what is the outer circumference pf the 10- point band
~~~~~~~~~~~~~~~~~
There is no picture or a reference to diagram, so (formally) I don't know what is presented there.
But my common sense tells me that there is 25-point inner circle of the diameter of 2 inches;
then a circular 10-point band goes of 2 inches width;
then a circular 5-point band goes of 2 inches width.
The question is to find the outer circumference of the 10- point band.
The radius of this circle is  r = 2%2F2+%2B+2 = 1 + 2 = 3 inches.
Therefore, the circumference of this circle is
    2%2Api%2Ar = 2%2Api%2A3 = 6%2Api = 6*3.14159 = 18.850 inches (approximately).
ANSWER.  The outer circumference of the 10-point band is  6%2Api = 18.850 inches (approximately).
Solved.
@greenestamps in his solution determined the circumference of the most outer circle, which was not the question.
