The answer is 291 degrees. I'm not sure why it's not listed as one of the choices. Your teacher probably made a typo.

Note how the blue major arc and red minor arc combine to 291+69 = 360 which is the total number of degrees in a full circle

In other words,
(major arc HAT) + (minor arc HT) = 360
major arc HAT = 360 - (minor arc HT)
major arc HAT = 360 - 69
major arc HAT = 291 degrees
