a line PARALLEL to the given line have same slope and it is m=-3
and, so far, equation will be
y+=+-3x+%2B+b .....use given point to find b

-1+=+-3%2A2+%2B+b
-1+=+-6+%2B+b
-1%2B6+=+b
b=5

y+=+-3x+%2B+5-> is equation of a line PARALLEL to the given line
