Plot the points so you can see where the sides are. 
I'll find the length of one side you can do the other three. 
JK:: length is sqrt[(2--1)^2+(3-3)^2] = sqrt[3^2+0^2] = 3 
KL:: length is 8 
LM:: length is 3 
MJ:: length is 8

Perimeter = 2[3+8] = 22
