Use the point slope form of a line,
y-%28-4%29=%283%2F5%29%28x-2%29
y%2B4=%283%2F5%29%28x-2%29
5y%2B20=3x-6
-3x%2B5y=-26
3x-5y=26

Slope-intercept form of equation of a line passing through a point (x,y):
y=mx+b
We are given m=3/5
Then -4=(3/5)(2)+b
Solve for b: b=-26/5
Therefore, y=(3/5)x-(26/5) (Answer)
