ok we need to complete the square with the y terms

:
9%28y%5E2-%282%2F3%29y%2B1%2F9%29%2B9x%5E2-17-9=0setting up for completing square.factored out a 9 from the terms 9y%5E2-6y added and subtracted 1/9 so as to complete the square and keep the equation equivilent.
:
9%28y-%281%2F3%29%29%5E2%2B9x%5E2-17-1%2F9=0completed the square
:
9%28y-%281%2F3%29%29%5E2%2B9x%5E2=154%2F9put in general form. changed mixed fraction -17 1/9 to improper fraction 154/9.
