What the word "complate" means?

I know how to solve the problem but don't know what "complate" means.

I will decipher it as "calculate".

a) Distract two times the radius from the perimeter.
   You will get 9 - 2*3 = 3 m. This is the length of the arc.

   So, the arc length is the same as the radius length. Hence, the central angle is 1 radian.

b) The area of the sector is %28r%5E2%2Aalpha%29%2F2 = %283%5E2%2A1%29%2F2 = 4.5 m%5E2.
