it looks like this:
both those angles are inscribed angles of the same arc on the circle.
that would be arc AB.
therefore the angles have to be equal to each other.
you have 2x + 11 = 4x - 3.
solve for x as follows:
start with 2x + 11 = 4x - 3.
subtract 2x from both sides of the equation and add 3 to both sides of the equation to get 14 = 2x.
solve for x to get x = 14/2 = 7 degrees.
that's your solution.
