answer shown in my book is: {y/y ≥3} I have no idea how to get to this, please help!

This quadratic is in vertex form, y=a%28x-h%29%5E2%2Bk.
The max/min value occurs at the vertex (0,3).
Since this parabola opens upwards a%3E0, the minimum value occurs at the vertex.
