divide everything by 2 to isolate the x^2.

then use the additive inverse to subtract 3/2. resulting in ...
x%5E2%2B5%2F2x=-3%2F2
then take half of the X coeffecient (not the x squared)
5%2F2 >>>>> 5%2F2/2 >>> 5%2F4. <<< square this value. 25%2F26
then add this value (25%2F16) to both sides
x%5E2%2B5%2F2x%2B25%2F16=-3%2F2%2B25%2F16 >> x%5E2%2B5%2F2x%2B25%2F16=1%2F16
the factor out the first part of the equation before the equal sign.

now take the square root of both sides.
