Hi

Let x and (3x+7in) represent the width and length respectively

Question states***

  2(3x+7in) + 2x = 86in

Solving for x

   8x = 72

    x = 9in, the width.  The length is 34in   (27in+7in)

CHECKING our Answer***

 2*34in + 2*9in = 68in + 18in = 86in
