I think what is wanted is for you to start with the roots and
work backwards to get the equations
Quadratics have at most 2 roots, so start with, for example
x+=+4
x+=+-1
then
x+-+4+=+0
x+%2B+1+=+0
To get the equation:

x%5E2+-+3x+-+4 with integers
