Each separate word in this post makes sense, but taken all together, they do not make sense.
I am sure that no one textbook can offer such formulation.
It means that somebody tries to invent his own version.
It is not bad, but requires good knowledge of subject (expert knowledge, actually), which is not seen from this text.
