If there were 98 students, each student would have gotten,

However since there were 28 absent, each student got,
Y%2B4 or substituting X%2F98%2B4
So then you can find the total number of candies given by multiplying the amount per student and the number of students,

%28X%2F98%2B4%29%2A70=X
X%2F98%2B4=X%2F70
Multiply both sides by 98%2A70,
70X%2B27440=98X
28X=27440
