y=a%28x-h%29%5E2%2Bk has vertex (h,k).
You are given the vertex h=7 and k=11. You are given another point on your parabola but do not yet know "a".

METHOD can be, solve for a, and then substitute for h and k, and the coordinates of the point (3,5) for (x,y), and evaluate "a".
