Get the square root of both sides.
y-2/3 = 2/3
and
y-2/3 = -2/3

To "undo" the square, use the square root (on both sides)
sqrt%28y-2%2F3%29%5E2%29 = +/- sqrt%284%2F9%29
...
y-%282%2F3%29 = +/- sqrt%284%2F9%29
...
y - 2%2F3 = +/- 2/3
...
Add 2%2F3 to both sides to isolate y
highlight_green%28y+=+%282%2F3%29+%2B-+%282%2F3%29%29
...
Which can be expanded as
y = 2%2F3+%2B+2%2F3+=+highlight_green%284%2F3%29
AND
y = 2%2F3+-+2%2F3+=+highlight_green%280%29
