my first question is, no matter what number it is in the place of the 9, my points will always be (0,0)? And my second question is if I was to.graph, my line would go down because its negative correct. It'll look like an upside down V?

That's true.
f(x) = ax^2
f(0) = 0 --> (0,0)

And my second question is if I was to.graph, my line would go down because its negative correct. It'll look like an upside down V?
It will open downward, or "not hold water."
Similar to an upside down V, but doesn't have a point.

Yes, the vertex will be at (0,0).
