1%3C=4n%3C=40=> multiples of four
1%2F4%3C=n%3C=10 and n+must be an integer so there are 10 multiple of four and they are 4,8,12,14,20,24,28,32,36,40
So the probability of choosing one randomly is 10%2F40=1%2F4 or 25%

You can choose any of these 40 numbers equally likelihood.
