A percentage in fraction form is ALWAYS going to be something over 100.  

Examples:  100% would be 100/100 which as you can see would equal 1 which is what 100% represents, 1 (or 1 whole).

50% would be 50/100, which you can see would reduce down to 1/2 which is what 50% represents.  1/2 of 1 (which is 100%).  

2% would be 2/100

Looking at it word wise, per means part and cent means 100.  So a percent is simply part of 100.  100 representing the whole.
