In standard usage, "... is either a football player or a basketball player..." allows the possibility that the athlete plays both sports.<br>
Adding the 19% that play football and the 45% that play basketball gives a total of 64%.  But in adding those percentages we have counted the 3% who play both sports twice.  So only 64-3=61% of them play either football or basketball, or both.<br>
