As the number of spins approaches infinity (i.e. gets really really large), the proportion of each value should be roughly 1/38. It won't be perfect because random processes are chaotic in nature. There's many factors such as various physics properties of the wheel and ball interacting together. This assumes that the wheel and ball have not been rigged in any fashion.
