So

 is the line parallel to {{{y=-(1/8)x+7}}}?

In order to have parallel lines, the lines must have equal slopes. As we can see these lines have different slopes ({{{m}}} is NOT equal to {{{m[1]}}}, so the lines are NOT parallel.
