formula for volume of a cylinder is:

{{{V=pi*r^2*h}}}

given:

 {{{a = 7cm}}}, {{{b = 14cm}}}, and {{{h = 24cm}}}, {{{pi=3.14}}}

smaller  cylinder has diameter {{{a=7cm}}} =>{{{ r=3.5cm}}}

{{{V[1]=3.14*(3.5cm)^2*24cm}}}

{{{V[1]=923.16cm^3}}}

bigger  cylinder has diameter {{{a=14cm}}} => {{{r=7cm}}}

{{{V[2]=3.14*(7cm)^2*24cm}}}

{{{V[2]=3692.64cm^3 }}}

then the volume you need is

{{{V=V[2]-V[1]}}}

{{{V=3692.64cm^3 -923.16cm^3}}}

{{{V=2769.5cm^3  }}}
