A line segment is measured to be 9 cm long, when rounded to the nearest whole number.


The smallest length possible is 8.5 since it rounds to 9
Something like 8.49 would round to 8
Same goes for 8.499 and 8.4999 and so on


There technically is no largest length since we could have...
9.49
9.499
9.4999
and you get the idea. We slowly approach 9.5 but never actually get there. 


If L is the true length, then *[tex \Large 8.5 \le L < 9.5]
Any L values in that interval will round to 9 when rounding to the nearest whole number.
