If the engineer tests a single car of each model type (not a very good way!), then each model type will have a single value for the mpg, and the relation will be a function.<br>
If the engineer performs a reasonable test to compare mpg for different models of cars, then the relation will not be a function, because the mpg values for different cars of a given model type will (almost certainly) be different.  One input (model type) with difference outputs (mpg) means it is not a function.<br>
