Parts A and B are the same basic area and perimeter calculations, using the formulas A=l*w and P=2l+2w.
For part C you need to find the percent of increase of the area.  If something is getting bigger, it must be at least 100% the original.  If it doubles, it is 200.    If it goes from, for example, 4 to 8, then you could do 8/4=2, and multiply by 100 to get an increase of 200%.  Now you just need to use the numbers you were given to solve the problem.
