The statement of the problem is incomplete.<br>
There are an infinite number of shapes with areas between 108 and 150 square meters that can be enclosed with 48 meters (or less) of fencing.<br>
Even if we assume the garden is rectangular, there are still an infinite number of possible dimensions for the garden.  If the garden is to be rectangular and only integer lengths and widths are allowed, the statement of the problem must say so.<br>
Note further that the statement of the problem doesn't say he has to use all 48 meters of the fencing he has....<br>
