Creating new problem is an &nbsp;&nbsp;<U>A R T</U>. &nbsp;&nbsp;It requires knowledge of the subject, &nbsp;familiarity 

with existing problems and existing standards, &nbsp;to be a master in using language and terminology,  &nbsp;etc.
