Your question #2 is faulty.  270C temperature in a region but no indication of altitude.  Maybe this is relative to the next two-dimensional point?


At the region taken as 0 meter above it, so the point is  (0, 270) and your next point would be  (2500, 120).  So if this is linear relation ship then {{{T=mh+b}}}, and then m for slope,  {{{T=((120-270)/(250))h+270}}}; do from this what you need.
