The minus sign on the lead coefficient makes the transformed parabola open downward.  The lead coefficient of 4 compresses the graph horizontally by a factor of 4.  The +3 inside the parentheses with the *[tex \Large x] moves the vertex (and the axis of symmetry) 3 units to the left.  The -7 moves the vertex down 7.  So the vertex is at (-3,-7). The axis of symmetry is *[tex \Large x\,=\,-3)].  For your sketch, plot (-2,-11) (-11 by calculation) and (-4,-11) (by symmetry).
