Using the vertex form of a parabola, {{{y=a(x-h)^2 +k}}} where(h,k) is the vertex
Vertex (2,1) 
 y = a(x-2)^2 + 1
 P(3,5)
 5 = a+ 1
 4= a 

{{{y = 4(x-2)^2 + 1}}}
and Standard form:
 y = 4(x^2 -4x + 4) + 1 = 4x^2 -16x + 16 + 1= 4x^2 -16x + 17
