Using the digits 1, 4, 6, 8 and 0, how many five-digit numbers can be formed if:
a. The fist digit must be 0 and repetition of the digits is allowed?

If you intended to type "first" and typed "fist" instead, the first digit of a
five-digit number cannot be 0, for, for example 07645 is NOT a five-digit number,
because it's equivalent to 7645, which is a four-digit number.  So I can't give
an answer to that.
