Faulty problem description.<br>
If the longest side is 4 times as long as the short side, and the medium side is only 5 inches longer than the short side, you can't have a perimeter of 23 inches.<br>
The sum of the lengths of the two shorter sides has to be greater than the length of the longest side:<br>

{{{x<2.5}}}<br>
The perimeter is {{{p = x+x+5+4x = 6x+5}}}; since {{{x<2.5}}}, {{{p<6(2.5)+5=20}}}.<br>
