Two possible answers assuming that the die is standard and fair:


One-third time one-sixth is one-eighteenth.  One-eighteenth is a little bigger than one-twentieth which is 5%, so pick the closest answer to 5%. This answer presumes that blue is one of the three colors on the spinner.


If the three-color spinner had mauve, goldenrod, and olive as the three colors, then the probability of blue and a 4 is zero.


There are actually other possibilities as well.  What if you had a 3-color spinner that consisted of 51 segments, 30 of which were blue, 13 red, and 8 green?  Then you would have a probability of 30/51 times 1/6 or just under 10%.
