Do you see that this problem is a contradiction.
How could y = 4x and the same y = 4x-17 
Those "y"'s must not be the same number.
That is why the system is called inconsistent.

If you substituted y for y you would get:
4x = 4x-17
Subtract 4x from both sides and you get:
0 = -17
That is a contradiction also and indicates the
system of two equations is inconsistent.
