The first term is the area of the disk at the bottom, the 2nd term is the area of the slanted cone part.<br>

Even if we ignore the circular disk at the bottom, the exponent of r (2) is higher than that of h (1), so A is more sensitive to changes in r than h.   Adding in the disk makes it even more sensitive to r.<br>
