b. If you make approximately 15 long-distance calls per month, each averaging 30 minutes, which plan should you select? Explain your answer.

15*30 = 450 minutes
Cost for Plan A: A(450)= 15+0.08*450 =$51
Cost for Plan B: B(450)=  3+0.12*450 =$57
