The locus of points 3 cm from a single point on any circle would be a circle of radius 3 with the given point as a center.  Hence the locus of points 3 cm from ANY point on the circle with radius 8 cm would be an annulus with *[tex \Large r\ =\ 5\text{cm}] and *[tex \Large R\ =\ 11\text{cm}]
