The solution given assumes the radius of the half-cone is 12 cm.  If 12 cm represents the diameter or some other parameter, then the solution is incorrect.  The radius of the half-cone would need to be determined and an appropriate proportional relationship between the water height and water radius established before the rest of the calculation can be completed.
