Chebyshev says that even for non-normally distributions, 75% of the data must lie between 2 standard deviations either side of the mean, and 89% within 3 standard deviations of the mean.  In this case, the sum of 2 standard deviations is 7.  So you gotta ask yourself, how far is it from 15.7 to either 8.7 or 22.7?
