i'm brain farting on the exact formula, but I was able to do it by visualizing it into my head 
2x + 6 + 2(2x) = 66
your length is two lengths (on both sides of the rectangle), so 2x, 3 cm longer than the width, there are 2 sides so it will be + 3, then twice the width of the perimeter, so 2(2x)
do the math and x = 10
your shorter sides are 10 cm each, so width is 20 total
longer side is twice the width and 3 more, so 10 + 10 + 3 = 23

two sides for length = 46, two sides for width is 20, perimeter = 66

length is 23
width is 10
