Radius of the larger cylinder = 3*3 = 9
Volume of the larger cylinder (V2) 
= {{{(pi)*(9^2)*4}}}
={{{9*((pi)*(3^2)*4)}}}  since {{{9^2}}} is same {{{9 *3^2}}}
={{{9*V1}}}

So we have          

V2= 9V1

the larger cylinder is 9 times the  volume of the smaller cylinder
