It's a function of the 2 areas.
Bullseye area = 4pi sq inches
Total area = 100pi sq inches
--> 4/100 = 1/25

Not a good problem.
The probability is actually dependent on how the dart (or whatever) is thrown.
And, it could land anywhere, not necessarily on the target at all.
