By any reasonable interpretation of "complementary event" when talking about probabilities, the complementary event for "rain" is "no rain".<br>
So if the problem says the probability of rain is 40%, then the probability of no rain is 100%-40% = 60%.<br>
So "60 should be the right answer, as long as you wrote it as "60%" and not as just "60".
